If will find instructions to access the CVS at
http://www.brownkid.net/NorthStar. The file you are looking for is in the
contrib directory after you download.

And I've not heard of any way that upgrading from 1.6 to 1.65 makes you lose
data. Granted, you should always backup your database just to be on the safe
side, but the actual DB structure hasn't changed.
