Ok, let's get dirty
If you can answer these questions it will help a lot towards finding the
problem.
What is the full path to your NorthStar.conf file?
What directory is NorthStar installed under?
Do you have any errors in your http logfile?
I grabbed an RPM for thttpd and installed it real quick and I was working
fine so I know it's not a web-server issue at this point. Hopefully it's
just not finding the config file or is having problems parsing it.
If you could attach a copy of your config file (minus your database password)
it would help a lot.
