I just looked at the docs for thttpd and looks like it is picky about how it 
handles symlinks.  If you used the symlink method of install then this could 
be the problem.  Try copying NorthStar.cgi and the html directory over to 
your /web/root/NorthStar/ directory and see if that helps.
