Thanks for reply...

Added "Debug 1" to my Global section, I get the following in my error_log

===

[NorthStar::PermissionsInit] starting
mask=11111111111111111111111111111111XXXXXXXX111X11111111111111111111XXXXXXXXXXXXXXXXX
XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX
[NorthStar::PermissionsInit] registering call "addloc"
(bit=0,def=0,descr=Add Location)
[NorthStar::PermissionsRegisterPerm] starting
(bit=0,def=0,call=addloc,descr=Add Location,module=NorthStar)
[NorthStar::PermissionsGetInfo] starting bit=0
[NorthStar::PermissionsGetInfo] bit registered, return hash
[NorthStar::PermissionsRegisterPerm] permission bit already registered,
exiting
