NorthStar v1.1 Patch

Looks like a patch did not get applied to the 1.1 tarball and caused a
problem that breaks network modifications. The patch is available on the
webpage along with a new tarball (v1.11) that includes the fix. Sorry for
any inconvenience this may have caused.
